Bug Description
To reproduce, simply start syncing some files on Ubuntu One (in my case, I downloaded some PDFs into a synced folder). The progress bar on the Ubuntu One Unity launcher icon will fill up, but once it's full it doesn't go away.
As a workaround, the bar will go away if you then click on the icon to open the Ubuntu One control panel, but it should be able to go away on its own.

Not sure if this shares the same root cause or should be filed as a separate issue, but I also noticed that if I try to logout or shutdown my computer after syncing some files, I get this dialog telling me it wants to wait for the sync to stop first before it can do so, although the sync appears to have completed.
