Windows: SyncDaemonTool does not wait for operations to be completed

Bug Description

In the linux implementation of SDTool, when, for example, a folder creation is requested, create_folder will not return until the folder is actually created.

In the windows code, this is not the case, and the call to create_folder returns as soon as the underlying method finishes, but it never waits for the FolderCreated callback.
