syncdaemon does not track and acknowledge requests for udfs between restarts

Bug Description

This is what happened:
- I had stuff in the queue uploading
- I created a new udf locally from nautilus
- I see all the new files in the upload queue
- The api servers went crazy, my client disconnected
- My client reconnects, the new uploads are no longer there (the old ones are)
- The udf is not subscribed locally
- No profit
