Bug Description
Currently the bandwidth usage speed limits are disabled by default.
This causes severe connectivity issues as common ADSL links drop incoming traffic when outgoing traffic is saturating the quota. Before a better approach (adaptive upload limit enabled by default) is available we should enable the speed limits by default. Also see bug 720711
