Allow pynotify notifications to be enabled/disabled

Bug Description

At the moment notifications are unconditionally enabled.

We had quite a few bug reports for karmic versions which described that notifications were quite annoying and some of the people preferred not to have notifications from sync software at all.

I suggest that we should have a setting in ubuntuone-control-panel to enable/disable bubble notifications and syncdaemon should support this. E.g. in Unity the bouncing icon can be used to find out about the status change of syncdaemon.

To implement this in the control panel, we need a dbus method to enable/disable notifications.

Can we not make the notifications less obtrusive or frequent, so that they can be enabled by default without creating a nuisance?

They are now on by default, with a lot of smartness in them to not spam people. The checkbox is for those people who really don't want them.
If they are annoying, please file bugs so we can fix them before the release :)
