After upgrading it takes too long for the desktop to notice

Bug Description
What happened: I keep getting the "out of space" message on the desktop (with just one text file in ~/Ubuntu One/), even though I've signed up for the Basic plan with 2GB of storage.
What I expected: I expected to be able to sync 2GB of storage after I upgraded my account.
Steps to reproduce:
1. Sign up for a new account on the desktop
2. Put a file in ~/Ubuntu One/ (a text file will work)
3. See the "Out of space" message and click on "Upgrade Subscription"
4. Click "Join Now" in the Basic Plan box
5. Go back and try to add your file again
6. Get sad, very sad.
Note: I'm guessing the logic behind this might change a bit if we signed everyone up for 2GB to start with.
