Client does not recognize published files when published from the Ubuntu One website

Bug Description

Steps to recreate:
1. Upload a new file through the Ubuntu One website
2. Make the file public through the Ubuntu One website. Verify that the public URL works.
3. Check the desktop and make sure the new file has synced down
4. Right-click on the file and browse to the Ubuntu One menu

Actual: "Publish" option listed

Expected: See "Stop Publishing" and "Copy Web Link"

This seems to be a problem in Syncdaemon. The nautilus plugin listens to the SD signals for published files, so I guess SD should be emitting that signal when it gets a new public file from the server, right Guillermo/Facundo?

First, I was able to reproduce this in Lucid with all the latest and great updates as of now. Even restarting Ubuntu and waiting about five minutes, the file didn't show as being published in Nautilus.

Second, sounds like this is an issue because the publish files notification isn't part of the storage protocol, it is its own REST call. This means syncdaemon doesn't know about the file that was marked as publish, as there is no notification from the server. For this to work as expected we need to be able to send a notification.
