Update message in prefs app when no Internet connection is found

Bug Description
When no Internet connection exists on a desktop that has already been added to Ubuntu One, the Ubuntu One Preferences application displays "Disconnected" above the tabs.
In this scenario, a message like "Synchronization disabled. No Internet connection found." would better describe the situation.
When no Internet connection exists, the Current plan is set to "Free" even though I'm a paid user (app doesn't know b/c no Internet connection). It should be "Unknown" like the rest of the values (Name and E-mail). Also the "Upgrade your subscription" link shows up and shouldn't be displayed.
The Devices tab looks a little odd with <LOCAL MACHINE> as the machine name but I'm not sure what to do here to improve the experience.
