U1 problem after bandwidth control - stops upload

Bug Description

ubuntu 9.04, clean install, U1 worked well for days uploading GB's of photos. However, I needed to bandwidth throttle, and immediately after this, uploads seemed to cease completely. I then restart the PC. Soon the automatic problem report is shown. System monitor indicates that no uploading is taking place, even though there is a lot to upload yet

This is now a duplicate of bug #509740 which provides steps to reproduce the bug as well as a potential work around for the time being.
