can you please paste the content of the ~/.config/ ubuntuone/ syncdaemon. conf file?
You should have something like this:
nessita@dali:~$ cat ~/.config/ ubuntuone/ syncdaemon. conf throttling]

read_limit = 0
write_limit = 0
If your config has
on = True
Please quit the client through the task bar, change the throttling setting, and start it again. It should work :-)
