please inplement background transfer, u1 is great, but is a network hogger

Ubuntu one hogs my bandwidth or is too slow if I limit the tranfer rates.
Instead of a fixed policy why not use the background tranfers (as m$ does for domain controller replication) and transfer or sync only when the network usage is below a certain amount (15% for instance) in this case U1 ca take all the bandwidth but without impacting a browsing session or a youtube download.
