jerky "working" behavior in the notification area

Bug Description
The notification icon is causing items on my Gnome panel to jerk to the left (when working) and right (when idle, normal).
To better explain the problem, I have taken screenshots of the panel. See below.
Perhaps the "Working" icons are a few pixels too wide?
