Running this command:

ubuntuone-client-applet --signup &

launches the client and starts the process of signing up your pc.

Had the same issue and when installing the package "ubuntuone-client-gnome" from Synaptic or if you want to use the command line "sudo apt-get install ubuntuone-client-gnome" solved the problem.

This added the menu item under Applications/Internet and running that add the ubuntuone applet.
