Bug Description

When uploading a large file, the client (or the sync daemon?) uses the lion's share of my upstream bandwidth.

While bug #381348 requests the ability to throttle the client's bandwidth usage, it would also be useful for the user to be able to pause it when desired... or better yet, to be able to set the client to a lower priority, in which it only uploads/downloads when no other app is requesting bandwidth.
