Removing a folder while syncing causes files to perpetually wait for upload

Bug Description

This was found on both the 12.10 U1 client and the Mac client.

1. Add a folder to sync with enough files in it to take some time
2. Wait for it to fully queue and begin uploading
3. In the client and/or the web ui remove the folder from the list

Note the file that was uploading continues to have the status running=True but in reality it is no longer uploading. Note that all the files that were waiting are still queued for upload and the U1 status will remain in 'File sync in progress' perpetually.

Here is n example entry from $$ u1sdtool --waiting - I'm guessing that the upload_id should not be None?
