[windows] Does not launch control panel if Windows Firewall service is down

Bug Description

Steps to reproduce:

1. Shut down Windows Firewall Service in services control panel
2. Install Ubuntu One application

Expected results:
The wizard is started and lets the user to connect the machine to Ubuntu One

Actual results:
After installer finishes, nothing happens.

The log has the following:

Looks like we just needto change the packaging to use http://installbuilder.bitrock.com/docs/installbuilder-userguide/apb.html#firewallTest and repackage, and release a 3.0.2c
