Bug Description
system version：ubunutkylin 19.04
【语言支持】无法添加语言
test case：
1, open the start menu - language support
2. Click "Add or Remove Language"
3. Check a new language and click Apply.
1、打开开始菜单-语言支持
2、点击“添加或删除语言”
3、勾选一款新语言，点击应用
actual result：The program is always loading
程序一直处于加载状态
expected result：Add language successfully
添加语言成功
