【Panel】Users can check both "Lock the launcher" and "Hide the taskbar". Howerver only hiding the taskbar will take effect.
【任务栏】设置界面中，
[Test Case]
1. Right-click Panel and click Settings
2. check both "Lock the launcher"
3. check both "Hide the taskbar"
4. check both "Lock the launcher" and "Hide the taskbar"
Expected Result:

The bug was fixed in bionic 20180426 amd64.
