This is sort of blocked on bug 1231737. Before that it probably doesn't make too much sense to advertise it to app developers.

I don't see why the Ubuntu development portal should at this point explain how to post to and read from social networks, content that has little to do with developing Ubuntu apps and scopes and is therefore out of core scope, I think.
