Login window background displays only if within backgrounds folder

Ubuntu Budgie version: 10.6.1
OS: Ubuntu 22.04.2 LTS
64 bits
Window system: X11
Virtualization: Oracle
Fully up-to-date.

Issue:

Login window settings:

When choosing a background image for the login window, the chosen image displays as long as it is located within the "usr/share/backgrounds" folder.

If the background image is chosen from a different folder via "Other locations" on the left, the chosen image is not displayed when login.

Provisional solution:

Moving the desired background image into the "backgrounds" folder.
Ignoring the "Other locations" option.

Nothing we can do about this.

It's a permission issue ... lightdm does not have the rights to see user folders
