The only way to look at this is to have the same hardware as you to
debug the issue

I have the same problem on my laptop. The battery percentage in the budgie "status indicator" stops updating when the computer is awoken from sleep, but it remains correct via upower or in the power settings GUI. The Planck battery applet also works fine.

"journalctl -ae | grep -i battery" produces nothing on my computer, but here's the output using just "bat":

alhufton@alhufton-TUXEDO-Polaris-15-AMD-Gen1:~$ journalctl -ae | grep -i bat

It turns out that I had a faulty battery. Replacing it has fixed the problem for me.

The fact that the indicator was freezing when acpi and upower were still returning useful values seems strange, even with a bad battery, so maybe there is still a cryptic bug hidden somewhere. But, in any case, I can't replicate the problem anymore, so probably not worth investigating further.
