maximise window dual screen

Bug Description

When using multiple screen, maximising a window on the primary screen hides the top of the window behind the top panel. This only appears to cause issues when the primary screen is not the highest screen.

On my setup I have a screen in portrait mode which is higher than the primary screen.
The issue does not appear to be there if I use the display settings to move down all my screens so the top of the portrait screen is no longer higher than the others.

$ budgie-desktop --version
budgie-desktop 10.4

This is a known issue upstream and is being tracked there.

Workaround is that you need to align via Settings - Display the top or bottom of the displays according to where your panel is
