shutdown or reboot is not possible from Xfce logout dialog

Bug Description

Shutdown and reboot buttons are disabled.

However you can still halt or reboot by switching to console or pressing the power switch in the PC case.

Seems to be PolicyKit rules are not in effect, tried to change them but without success.. It needs a serious investigation.

login1 is systemd stuff:

jon@playground:~$ dpkg -S login1
systemd-services: /usr/share/dbus-1/system-services/org.freedesktop.login1.service
systemd-services: /etc/dbus-1/system.d/org.freedesktop.login1.conf
systemd-services: /usr/share/polkit-1/actions/org.freedesktop.login1.policy

So we need something equivalent for sysvinit? I wonder how does Debian GNU/kFreeBSD solve this.
