Bug Description

During an upgrade of an armhf image, if the kernel and flash-kernel packages are updated at the same time, we end up deconfiguring the old fk and when the fk trigger fires noone is listening to it, and we miss it.

Zesty is long out of support; setting to won't fix as this was fixed back in focal
