The problem here (and it's still the case, I think, at least in bionic) is that update-manager uses the binary version to generate changelog URIs, and in some cases that isn't the same as the source version. It needs to use the source version instead.

This bug was fixed in the package update-manager - 1:19.04.4

This continues to cause confusion and occasional support requests; I think we should backport this fix to xenial and bionic.
