Enable tmux bash completion by default

tmux ships with a bash completion script in /usr/share/doc/tmux/examples/bash_completion_tmux.sh but it isn't copied to /etc/bash_completion.d/ by default. Ubuntu's standard practice seems to be to put the file in there by default and then to allow the user to disable bash completion if they don't want it via their .bashrc.

Fixed in Yakkety and Zesty, since they are >=2.2
Given the impact I don't think it qualifies for an SRU - if you think it does please feel free to do the paperwork (https://wiki.ubuntu.com/StableReleaseUpdates) for the SRU team to review, but I'd not expect so.

I was unable to reproduce this issue in a current Xenial installation, so it's possible that there was a correction to the Xenial package sometime in the past couple of years.

I am going to mark the tmux->Xenial portion of this bug report "incomplete" for the time. If someone knows with certainty that this was corrected in a Xenial package, please update this bug report with the relevant information.
