snapcraft.yaml file needed in Xenial to build kernel snaps

Bug Description

It is desirable to be able to produce kernel snaps of Xenial images. However, without a snapcraft.yaml file that isn't possible.

This bug is missing log files that will aid in diagnosing the problem. From a terminal window please run:

apport-collect 1604690

and then change the status of the bug to 'Confirmed'.
