Support reading MAC addresses from files for smsc75xx

Currently the driver reads MAC address from EEPROM. If the content is invalid, it then generates a random address. On a platform we have, the EEPROM is not reliable, and a consistent MAC address is required. One way to overcome this is to read the address from a file if it exists.
