Bug Description
[Impact]
The following environment variables need to be properly in packages' debian/rules to use golang-1.13 in Bionic and earlier releases:
export GOCACHE := ${CURDIR}
export GO111MODULE = off
This is redundant and a growing number of packages need golang-1.13 to build.
