Azure Datasource should use cloud-init builtin agent to provision instead of walinuxagent

Bug Description
In Bionic and newer cloud-init uses the built-in agent on Azure to negotiate with Azure control plane to obtain the user provided ssh keys.
In Xenial, Cloud-init defers to walinuxagent to do the negotiation. Given the amount of time we have had on Bionic and other versions and also the amount of validation (both functionalities and performance) we are comfortable to have Xenial use Cloud-init builtin agent, which is the same behavior with Bionic
