autopkgtest: rebuild test should not run when testing ourselves

Bug Description

We have a rebuild test which is intended to confirm the kernel still builds when core-utils, gcc, ld etc change. It makes no sense for this test to run for the kernel itself as it takes a very long time to run and we have literally just built the kernel with those tools.

Check for the trigger being something other than the kernel packages themselves before doing the rebuild.
