[Impact]
The gnuradio package currently has a build dependency on libqwtplot3d-
[Test Case]
Attempt to install gnuradio, or anything that depends on a gnuradio library (such as gqrx-sdr) on an armhf system, and notice it's not available.
[Regression Potential]
In the event that qwtplot3d is indeed indirectly referenced somewhere, then a feature will be missing. However, running "apt-cache rdepends libqwtplot3d-qt4-0" yields only five packages (three of which are directly related with qwtplot3d or qwt3d), none of which are the gnuradio libraries.

I just pushed a fix to Wily. I can also do stable release updates. Let's just make sure all's safe on Wily first.
