Bug Description
Limit the number of retries for the ubuntu-core -> core transition to fix possible store overload.
[Impact]
* We see very high load on the store, the theory is that the ubuntu-core -> core transition triggers that so we restrict it to a limited number of retries. See also #1665745

Accepted snapd into yakkety-proposed. The package will build now and be available at https:/ /launchpad. net/ubuntu/ +source/ snapd/2. 22.3+16. 10 in a few hours, and then in the -proposed repository.
