Bug Description

[Impact]

ktouch is unusable until the missing dependency is installed. fix is to make sure it is installed by adding it as a dependency

[Test Case]

Install and start ktouch.

---

Currently, the package ktouch does not depend on the installation of the package qtdeclarative4-kqtquickcharts-1. Thus, on starting ktouch via konsole, I only got an error telling me that the package »org.kde.charts« could not be loaded in some qml file while the main screen was empty. Manually installing the package qtdeclarative4-kqtquickcharts-1 fixed the problem.

I can confirm the same problem on Lubuntu 14.04 (AMD64)
The version from trusty-proposed works, but, there are some errors:
1. I can only choose lessons from the default system language. It iss not possible to choose other ones.
2. in the settings-window the items "general options", "keyboard options" , "sound settings" are missing.
3. the keyboard is not shown.
