Bug Description
[Impact]
apt autopkgtest on armhf fails in trusty, as it applies the no_proxy setting to the apt.conf defined proxy, which fails a test that requires using the proxy.
Cherry pick a fix to unset all proxy related variables that we've been using in apt since 2015.

[Regression potential]
testsuite-only change, so regressions are restricted to more failing autopkgtests.
