apport reports are not complete for filing bugs against linux-lts-utopic kernel

Bug Description
When filing a bug with ubuntu-bug linux command on 14.04.2, it won't collect extra reports for attachment.
Only Dependencies.txt and ProcEnviron.txt will be attached to the report. (See bug 1434442)

The interesting issue is that the package for apport-collect command (python-apport) was not installed by default.
