CONFIG_BUGVERBOSE should be enabled (=y) to ensure BUGs produce the line information needed

Bug Description

We seem to have lost CONFIG_BUGVERBOSE somewhere along the line which stops us getting accurate line/file information when a BUG is tripped. This adds 70-100K to the kernel which seems very little for what it gives us in debuggability.
