[Broadcom Combo BT/Wifi Card] 21D3 21D7 Bluetooth does not detect anything at all

Bug Description

Tried several attemtps to scan for new bluetooth devices (BT icon -> Set up new device). I tried this with three bluetooth headsets, a bluetooth mouse and a cellphone, in an environment where there are multiple active bluetooth targets that are discoverable.

The bluetooth adapter on this system did not, at any time, detect ANY bluetooth device. I verified MY devices by pairing them all with my own laptop and all three were pairable.

rfkill indicates that there are no blocks

and syslog shows where the device entered discovery but it failed to detect anything.

This also affects the Vostro 470 desktop system which includes a Dell (Broadcom) BlueTooth/WiFi Combo card. Same results... the bluetooth adapter is visible and not blocked, but does not detect any devices at all while attempting to pair.

This one is system 201201-10358

Tested 0a5c:21d7 with a firmware provided by broadcom can make it work, but we don't have the right to upstream it. 0a5c:21d3 should also be due to firmware issue.

it works for 3.19. the 0-31-generic 4 bit kernel, I just had to :
sudo rfkill unblock all
to get the bluetooth soft unblocked before the un- and reload of the module.
I suppose that approach works for more hardware.

How can we get it in the kernel?
