python-quantum: not region aware

Bug Description


I have a multi-region openstack setup, and quantum l3-agent stacktraces when attempting to communicate with quantum-server. This appears to be because it is intialized without the region argument, resulting in more than one endpoint being returned by quantum.

quantum/agent/ initializes a quantum client object with auth_region = conf.auth_region. What actually needs to be passed in is a parameter named region_name. With this change, quantum l3-agent starts and runs on the quantum host. Without it, it stacktraces when it attempts to enumerate networks.

thanks for the report stephan. can you confirm that this matches the change that you tested?

from code analysis, this is obviously a bug, but I don't have a multi-region setup for testing.
