MAAS default timezone is not UTC

Bug Description
MAAS sets the default timezone for provisioned nodes to:
$ cat /etc/timezone
America/New_York
This is probably because of:
d-i debian-
...in /usr/share/
d-i time/zone string Etc/UTC
...to this preseed file.
Version affected: 12.04 LTS / maas / precise-updates / 1.2+bzr1373+
How reproducible is the problem? / Steps to Reproduce:
* Install MAAS
* Deploy some nodes with MAAS.

Allows MAAS to set the deployed systems to UTC timezone by default.
[Test Case]
1. Install MAAS
2. Deploy a system.
[Regression Potential]
Minimal. This only changes the timezone of the node when deployed.
