The correct meta package is linux-hwe-generic which references both the kernel image package as well as the headers package. Alternatively, linux-image-hwe-generic only references the kernel image package.

From the UDS discussions, I had been expecting to see a per-backport metapackage with the backport source release represented in the package name, so that the automatic upgrade path is q->t, r->t, s->t. The linux-hwe-generic package here means users who install 12.04.2 will have to go q->r->s->t. I've raised this with the kernel team on IRC.

As far as I know this is all sorted out now for 12.04.2.
