As an unrelated not, shouldn't shutter disable Dropbox integration if the library missing? The same it does with U1 etc.

@Krysztof: The missing dependency is a bug in Debian's and Ubuntu's packages. Would you communicate the problem in order to get this fixed?

Shutter should disable the plugin, indeed. There is already a bug report for this problem: https://bugs.launchpad.net/bugs/398913

   * New upstream bugfix release
     - update debian/copyright for 2012
   * Move libnet-dropbox-api-perl to Depends (Closes: #666535)
   * Update Standards-Version to 3.9.3

The Precise Pangolin has reached end of life, so this bug will not be fixed for that release
