Bug Description

On a fresh compute node, this installation fails due to a lack of a /etc/quantum directory:

$ sudo apt-get -y install quantum-plugin-openvswitch-agent
...
Setting up quantum-common (2012.1-0ubuntu4) ...
Adding system user `quantum' (UID 108) ...
Adding new user `quantum' (UID 108) with group `quantum' ...
Not creating home directory `/var/lib/quantum'.
chown: cannot access `/etc/quantum/': No such file or directory
dpkg: error processing quantum-common (--configure):
 subprocess installed post-installation script returned error exit status 1

This doesn't happen with cloud archive folsom packages.

Looks like this is fixed in quantal as well (which would make sense).

The Precise Pangolin has reached end of life, so this bug will not be fixed for that release
