FYI, this failure is very likely spurious (perhaps due to high load on the build machine). This test relies on filesystem events being propagated reasonably quickly. I suspect a rebuild would be successful.
If not, the gamin backend could be disabled (i.e. not installed). The inotifyx backend is preferred (and used by default) on Ubuntu, anyway.
