Confirming bug for Samsung NB30 netbook (HD Samsung HM250HI),
Precise 12.04 latest, hdparm 9.37-0ubuntu3 does NOT fixes the bug!
apm_battery=255 fixed it for me, but there are still a lot of users who can first think their HD is broken and needs to be replaced, as I thought at first.
Hardware-killing bug, so much time since this bug was discovered, and no working fix yet :(

Additionnal info about the bug:
If netbook is working on battery, even after rebooting and entering BIOS Setup (or booting some HDD utility from flash drive, for example) HD still spins down automatically after a few seconds of inactivity, either netbook is on battery or AC power already. But if I attach my netbook's HD to another machine, HD works fine.
I mean what Ubuntu's power management is somehow programmed into hardware (not HDD; BIOS?), and it will spindown HD even when you are not working under Ubuntu 12.04 any more!
