Unneccessary dependency on gnome-shell

gnome-shell dependency was not obligatory for previous version of gnome-tweak-tool in Precise.
gnome-tweak-tool worked nearly fine without gnome-shell in GNOME fallback mode.

I don't think submitting the branch for merge/review makes the status of a bug "Fix Committed". I'm pretty sure that only happens when the patch/branch is merged in... Correct me if I'm wrong...

To be clear, there is still a dependency on gnome-shell-common, but that won't pull in all of GNOME Shell and GNOME Fallback. The dependency is still necessary because gnome-tweak-tool looks for the gnome-shell gsettings schemas.

The Precise Pangolin has reached end of life, so this bug will not be fixed for that release
