Running system-settings again sometimes does not bring existing window to foreground

Bug Description
Testing with Oneiric 11.10 I have found that if I have the system-settings window already open then clicking the indicator menu item 'System-
It does work as expected if you simply open system-settings and then change focus to another open window but if you open any of the options then it stops working.

I cannot seem to reproduce this with Gnome Shell, seems to be an issue specific to Compiz
