[fglrx] Fullscreen OpenGL windows stay on top even when they shouldn't

Bug Description
This problem seems limited to the fglrx (Catalyst) driver and only with OpenGL windows (not regular X11 or even Xvideo).
When a fullscreen window is visible, it stays on top and fullscreen even when it shouldn't. You can't get to the window menu (Alt+Space) and even window/screen transformations like scale don't work. They do work after the workspace is switched though (Ctrl+Alt+
Initially I thought this was an incompatibility with "Unredirect Fullscreen Windows" but now I find it happens even without that option. The driver is doing its own unredirection even when it shouldn't.
Workaround:
Remove the fglrx (Catalyst) driver and use the built-in radeon driver instead.
