Noble+ no longer seed LXD snap so this does not need to be installed when running unminimize

Bug Description
The LXD snap is no longer seeded in non minimal images since Noble+ so the unminimize logic related to LXD snap @ https:/
lxd-installer can remain installed.
This applies for Noble+ so requires SRU back to Noble
[ Impact ]
Attempting to install LXD snap on unminimize when this is no longer required.

* Build cloud minimal image and confirm unminimize does not install LXD snap
[ Where problems could occur ]
* If LXD snap continues to be installed
