FeatureFreeze exception request for snapd 2.65.1

Snapd 2.65.1 contains changes that is important for Oracular. The intended release was 2.64, but 2.65 and then 2.65.1 was required to fix issues discovered during QA.

All validation, including unit tests, integration testing and certification testing was completed and the snap version has already made it to stable. Risk is considered low.
